I sent a game to a buyer who has received the game per USPS delivery confirmation two weeks ago.  No positive feedback has been received.  I have 650 pending points.  What do I do to get my points active so I can trade?

Positive feedback is automatically given in 15 days. You will get points then, or if the buyer submits you positive feedback beforehand. Once you get 30+ feedback score you will get automatic points.

if you get a buyer who doesn not leave feedback then it will automatically be given to you as a positive after about 2 weeks. Most will leave feedback within a few days but there are a few wont leave it at all and the system will automatically leave it for them in their place. 

you could also politely pm the seller and ask to receive your feedback -- that might also help speed the process along 

after a few trades out you will get your points instantly once you confirm shipping and not after the buyer leaves you feedback

Everyone else has already answered your question well, so I won't try to add to it. I know itsux when a person does not leave feedback, but there's not much we can do.
