I did a search of the forums and didn't find this question satisfactorily answered.
Hi Guys, I was just curious if the Fallout 3 Retail DLC packages could be traded?I know other DLC packages aren't tradeable, or require you to buy a Download code to 'Activate' the Disc.
And if they ARE tradeable, is there a requirement to have all the DLC packs before you can play the latest ones?
For example, if I wanted to play Broken Steel and Point Lookout, would I have to get The Pitt and Operation Anchorage pack first?

Yes, they are tradeable. You can get them in any order you like, though Broken Steel won't be active until after you beat the game.
