I'm trying to decided whether or not I should request a game for PC but there are none available as a full package. If I were to receive a disc only or disc+manual, should I expect to receive a working cd key as well?  And if I didn't would a negative feedback be warranted?

A game without a valid CD-key is no better than a broken disc.  So yes, you should expect a working Key.

There have been some issues with newer games that have activation limits, and in that case it is always best to contact the other person and have them revoke the install before leaving negative.
