HDTVs also upscale, so it will look 99% the same as using PS2 on HDTV. Upscaling can not add detail.
The best way to make a "PS2 image not look like crap" is to maintain the aspect ratio. 90% of PS2 games are 4x3 not 16x9 so adjust your HDTV settings accordingly.
SOme games like God of War actually support 480p (and higher) mode with full 16x9 and those games look fantastic on a HDTV.
But something like Metal Gear Solid 3 is NOT widescreen so if you try and "stretch" to fit a 16x9 TV you get extra jaggies.
MGS3 also does not have 480p which means even more jaggies. However if you run MGS3 native 4x3 and in pillar box mode on a HDTV it will look pretty decent.
The PS3 also supports smoothing which provides a better picture than just normal scaling filters.
If the PS3 isn't an option, then definitely use component cables. Next try turning down the brightness and sharpness of the TV and see if the picture looks better.
The games will never look as good as they do with the natural blurring of a standard def TV, but they can still look decent. That is unless you are playing PSX games, the only way to improve them is with a computer emulator and cranking up the resolution and anti aliasing.

Something Sony should be doing on the PS3 and are being stubborn about and ignoring. The sad fact is there is a lot of wasted potential w/ the PS3 and high res PS1 games is just the tip of the iceberg.
Did they come out with backwards compatibility when I wasn't looking?
