poor customization/crappy controls for creation; i didn't even know they made a third
Well I know there is 3 for the PS2, not sure about the PSX. Unless these are all ports then they might be better on the PS2.
The 2 for ps2 (rpg maker 2 and 3) are basically like the first, except in 3d. If you have a lot of patience, and then don't care about ever sharing your game with anyone else to have someone besides you play it, then these are fine.
I would highly suggest one of the pc rpg makers. rpgmaker 95, 98, xp, and 2005 I believe. They're not 3d, give you games that more closely resemble a snes or psx rpg, and you can do anything if you have the patience. With the console versions you only have the tools and characters they have available. On pc you can add whatever you want to the library file for the game.

Well, if I remember correctly, the company who owned the rights to an english distribution is now defunct. With only an official japanese release, and the translation being done by a private party, I believe a more accurate discription would be to say it's not illegal or at least there's no one to press charges or who's rights you are infringing.
