Best thing to do in a case like this is look at the active trades, this should give you some idea of how quickly the line moves, but even this isn't concrete. It really is a crapshoot. I was something like 40th in line to ship GTA:Liberty City Stories, and I shipped it out yesterday.

If there are 4 games available on Lord of the Rings: The Third Age for GC, and 3 people are actively requesting the game, why aren't all three of us being matched up immediately? It says I have 16 turns to go.
Ive been matched to game both sending and receiveing when tha status was "long wait"

If I'm reading what you are saying right than people who are "Active" are not people who are "Ready" to recieve a game. Active refers to people who are missing something to complete a trade. Say you have the necessary points to get the game, but have no trade credits, or even have a trade credit and the points, but your slots are full of games you are receiving in the mail, you are then placed in the Active field until you meet all three criteria for receiving a game thus making you "Ready". People Ready are the people who will be able to receive games first. Active refers to people who have the game active in their request lists, but don't necessarily have the required components (points, credits and slots) to receive the game.
