Eh, disagree, but to each his own; my personal favorite combo was Lightning, Sazh, Vanille
I had trouble on the final boss on my first try.
***Spoiler***
I was like 20 minutes into the battle and had him on the ropes till he got me with an insta kill spell and killed lightning. Game over.
I found out that poison works very well on him and trounced him the second time using a different strategy. I think I got a trophy for killing him fast. I also stuck with the same 3 people the entire game when I could (Lightning / Sazh / Vanille).

Bah. You make me doubt my gaming fortitude. I really had a hard time with this game.
I like Fang, Lightning, Hope.
Highwind is a beast of a move.
Why I am digging FF13: Lightning has GREAT hair.
I'm early on so far, but I think I'd be enjoying it more if Vanille didn't act, literally, like she's mentally handicapped. It's beyond bad voice acting. I don't understand how she got cast, and how even the most basic player testing/feedback didn't get her part re-cast. Do they not take feedback AT ALL during development, for their multi-million dollar epic?
From the screenshots alone, I thought, wow, this character is hot! Why is everyone complaining? But as soon as I started playing the game the voice/dialogue completely shattered that. It's unbearable.
It gets a bit better as the game goes on. She's actually one of the more interesting characters.
I'll cast my lot with those that actually liked the game. I have read the bad reviews, and though I understand why they feel that way, I rather liked some parts that others felt were annoying or a let down. It can be a bit annoying to be stuck with a particular group, and to only have access to all of the characters after almost 30 hours into the game, but it also makes you use all of them which I found makes me care more about them. In other games, there have been characters I never even used because I got used to/liked another character better. I also agree with many of the points raised by the OP. I have to be honest as well: I kinda like the story. This seems to have been one of the sorest points with most people, but perhaps I am easier to please. *shrugs* Anyhow, just thought I'd put in my two cents.
As a long time Final Fantasy lover, (with FFVIII being the game that really brought me into playing video games), every entry is important to me. Every entry changes on the last in some small way be it combat, characters, or the progression system.
Despite the drastic changes from past games, I still loved FFXIII. Lightning was a very interesting country, a good step forward from the blonde, naive, girly-boys like Vann, Tidus, and Zidane. She's more reminicent of Cloud (which I think she got her name from). Sazh was good comic relief with about being stupid (like Quinna). Vanille was pretty annoying and slightly mental, but when you realize she's supposed to be, she's more like Selphie. All in all, a good cast, with fabulous voice-acting. The story was a little over-the-top and hard to follow, but compelling and interesting.
The battle system is quick and engaging, but I preferred the older battle systems. They encourage winning battles as quickly as possible, which takes some of the strategy out of it., not to mention I had no control over my teammates. And the Guardian Forces, Espers, whatever you want to call them, can turn into vehicles. Why? Because they can. Very weird.
I didn't mind the linearity. Leave the open-world stuff to Bethesda. The straight path works and keeps you on track.I remember in the old FF games I would fly around a poorly rendered world on an airship looking for the next place to go.
All in all, I really enjoyed it and I'll definately keep hold on it forever. I think a lot of people get annoyed because it's a little different from the past games. If you took Final Fantasy out of the name, would you think differently? But every FF game is supposed to be different. If they can take this game, and include some of the things they took out, but added a much-needed card game, then that would be the perfect Final Fantasy.

Her character is very interesting I cannot disagree. But her voice acting does not get even a little better. Eventually you tune her out and read the subs when she is talking. (that is assuming we are talking about Vanille)
