No - what it means is that it is still on hiatus, we don't know when it will return, and this gets posted about at least 2-3 times a week.

I wouldn't be too surprised if they killed the exchange. From what I've seen on the forums, a lot of people don't use it, and they hate the prices. Personally, I'd love to see it come back, albeit with a bigger selection.
