This person was supposed to send me this game 2 weeks ago but didnt do anything until time ran out and I gave them negative feedback. At that point, he sent me a message saying they would send it and I recieved it yesterday.

However, it was damaged by the post office (it looks as if it was rained on or some liquid was spilt on it). The game was in the USPS "We Care" wrapping. Now I dont know what kind of feedback to leave this person because if they had sent it earlier this may not have happened. What is the correct feedback for this trade?

The product I received plays perfectly and the condition is as I requested, but the overall package quality is not as good as expected

as long as the disc itself plays fine.

this is probably what i would go with as well; make sure to edit the comment left with all the info for this particular trade

Pizza guys are getting worse and worse looking. I guess all the good ones went into porn.

Shouldn't something like this be covered under the Goozex guarantee?

I mean the sender sent the game in hopefully good condition and the buyer expected a fully tradeable game.  It's not the fault of either so neither party should be punished.

The Goozex Guarantee only promises that you will receive a playable game, not that you will receive a game in perfect condition. So if the game works, he should either do +5 or neutral depending on whether he thinks it was seller's fault or not.

Just cause I don't know. Does the requester HAVE to allow the Negative Sender to send the game again?

Or can you be like "Dude I gave you a negative thats it I don't want your smelly game!"

As far as I know, once you leave the negative, your address is no longer available to them and it's up to the buyer to continue (read: start) the trade 2 weeks late.
