Hell yeah it does, to much bullshit goes on
Here's my picks:
Puzzle Quest: Galactrix: The first puzzle quest was glorious, awesome, engrossing, addictive, and a whole lot of fun. This one is addictive, but that's about it. I couldn't stop playing but I wasn't having fun. I was always giving it another chance, and another chance, and another chance, and I did finish it. However, it didn't pull my heart strings, with its long load times, bland story and characters, absolutely USELESS side-quests, unbalanced equipment, and just general "blah" feeling.
Mercenaries 2: World In Flames: Another sequel where expectations got me overhyped. This one I finished as well, but the game feels wrong; you can start missions several minutes of driving away from where the action is...and when you die, you go right back to driving for several minutes. It adds artificial gameplay time. The world is too large for what you have to do. Also, as opposite to the original, fighting between factions is SEVERELY downplayed, save for one blatant and obvious situation. The shooting is fun, and so are the explosions, but the game could simply have been so much better that it was hard to love it for what it is.
Guilty Gear X2: Call me crazy for this one and I won't blame you. This game is cool, nice presentation, wacky characters, and for people who like it, it works. But I didn't. Not because it's a bad game; just because I didn't feel drawn to the world. Sad, because objectively, it's a very interesting game.
Final Fantasy X-2: Just to get one thing out of the way: The battle system is absolutely awesome. If they used it in another Final Fantasy, and put it in a better context, I would love it. But they didn't. They left it in this. With the story, unfortunately, not being to my liking. There's a reason Final Fantasy games rarely get sequels. It's because the end of a Final Fantasy generally goes to a gigantic climax and nothing bigger can happen. And sadly, FF X-2 exemplifies this perfectly. I wanted to love it for the battle system, but I hated it for the story.hn
Far Cry, I bought the game off Good Old Games, downloaded and began playing.
I really, really wanted to like it, but for some reason something felt wrong and I don't know what it was... I never beat it, but I should probably go back and see if I can play it.
THE NINTENDO WII
Oh did i mention Street fighter IV? That game is so annoying... playing the same song over and over and over again every time you go to the main menu.
I downloaded Castlevania: Symphonia of the Night on XBLA after hearing how it was such an awesome game from multiple sources. While it still may be an awesome game it is also hard as hell. I had so much trouble with the first boss encounter as Alucard and then I got lost and feared for my life as hundreds upon hundreds of enemies cheap shotted me to death. Now this was the first Castlevania game I have played and I really wanted to like it but perhaps it was a bit too advance for me.
I just posted on the "Games you'll never play again" thread this, but I thought I might as well post it on here (editing out some games I didn't want to love).
Bleach: Blade Battlers (Wii) - Good concept, but unresponsive Wii controls ruined this game to no avail for me (sad, because this is the only console game released in US [good thing my PS2 can play imports]).
Megaman X (SNES) - It was all good until the boss. Not being able to beat it despite trying about two dozen times doesn't help.
Smackdown vs Raw 2009 (Wii) - First wrestling game I remember ever hating (360 counterpart is better, but it still has some s*ck to it too).

As for all of the hate for GTA IV, I can sympathize, but I still thought it was a good game because of it's storyline and some of it's features (though compared to GTA: SA, it pales in comparison in nearly every aspect). Probably the thing I hated most was having to redo everything you had already done (usually driving to a vicinity) when you failed a mission (which was pretty much a step back from GTA: SA, since you did not have to redo everything most of the time). Good thing they stopped doing that with the DLC, The Lost and Damned.
Fallout 3 - I purchased this shortly after it came out, to nonstop praise and "game of the year' accolades. I tried to start it up three or four times, and gave up. It was not frustrating in a difficulty sense, but more ...well, I wanted to like it, everyone else loved it, but I just found it to be an ugly, boring, mess of a game. Meh. Had the same feelings on Oblivion, so I dunno why I was expecting any different.
Street Fighter 4. Oh my God.
Shadow of Colossus was the first game that came to my mind when I saw the topic.
I only got about 3 colossi in though.
Fable 2
I was having fun with it. I tried to do as many side quests as possible and occasionally doing a main quest. But then the game was suddenly over and the final fight was so lame I instantly listed it on Goozex.
Shadowman & Shadowman 2 I can get to the last boss in both but not with the required weapon & amo to kill them!

Final Fantasy 9 - After playing the hell out of both 7 and 8 I was excited for 9 to be released. Sadly I only ran through the game once skipping a lot of the extras even. The game sucked and I hated the fact everyone looked like they were kids.
Breath of Fire 4 - Again another sad tale of 3 being too good and 4 completly changing what I had loved about 3. The story line fell short in comparison to 3.
Suikoden 4 - If it wasn't for the boat I would have liked this game that much more. Although I don't hate the game it is my least favorite Suikoden by far.
Section 8 demo - I was impressed from what I saw a year ago but after playing the demo not so much, just feels like another shooter coming to my 360.

Are you talking about the final boss from that game? Megaman X is personally my favorite game from the series (and one of my favorite games of all time for that matter), but the final boss is indeed cheap and irritating to the max. There's lots of Megaman games that I find much harder on the whole, but I can definitely see where your coming from there.
I guess the most recent game that I wanted to like, but couldn't bring myself to finish would Metroid Prime 2. I really, really liked the first game, but for the life of me I just couldn't get into the sequel. The newly introduced ammo system just seemed really unnecessary, and didn't add a lot to the gameplay. And while I liked some of the subtle graphical changes they made, the locales on the whole looked rather bland and samey. Eventually I just got completely stuck at some point, and just gave up on the game.
