I ordered a game and today I received the packaging my game should have come in, within a plastic bag.
The bag says that the USPS "sincerely regret the damage to your mail during handling by the Postal Service".
Basically, I received an envelope ripped in half, and the letter inside was ripped in half, leading me to believe it was stolen by a postal worker.
I sent the seller a Private Message, and am going to send them a picture, but how can I get a refund? I'm really pissed, to put it bluntly.
Any advice would be welcome.
Last I knew, mail theft/fraud is a felony. I would report this to your local post office and have them investigate the matter.
I'd also suggest reporting this to Goozex and should the trade be close to automatically closing, leave negative feedback as you have not received the game. Again, provide the details of how the package showed up.
I'm not 100% on this, but if the other user disputes negative feedback (understandable as it seems they did everything right on their end) or Goozex asks you for more info on the stolen game, they may ask you to provide documentation from the post office to confirm you reporting the mail theft.

If you believe the game was stolen from the package, contact the Postmaster at your local post office. That person will be able to allow you to file a complaint, which as others have mentioned here, is a felony. Good luck!
I noticed you mentioned "cartridge"... What kind of envelope was used. Was it possible that a standard envelope was used to ship the game and through handling it just fell out? Could it be that the seller did not provide sufficient protection to endure the USPS?
I just think you should consider that the stealing of mail may not be the issue here...

Delivery confirmation does not include insurance. That is a separate charge.
If this was a GBA game stuck in a regular envelope with no padding, then this should be blamed on the seller for bad packaging. One GBA game I received in a regular envelope had similar damage : a tear almost through half of the envelope and the note, right next to the side of the GBA game. I'm still shocked that the game stayed in the envelope when it arrived.
As a matter of fact, there was no bubble wrap. The game could have torn right through. I will see if I can amicably resolve this. If not, I'm gonna leave negative feedback.
Have CSI guys check it for fingerprints.
