Why do I keep getting bumped up in the active list?

I'm trying to get rid of Fallout 3 PC, and everytime I get down to number one in the active list, I get bumped back up to 4 or higher! Why are people from the on hold list allowed to cut in front of me when I've been trying to sell my game for longer?!

How are you listing it? Disc only or full package? My first thought is if you're disc only, someone's selling it on a higher level, and maybe the requests lean toward that. Could be wrong tho.

When you offer a game and wait in line, it might say your 2nd in line, but the restricted and on hold could have any number of people in front of you that aren't active. So basically when you offered FO3 people were on hold and in front of you. When you got to spot number one people took the game off hold and they were placed before you.
