I have guitar hero 3 for PS2.Can I trade the one for 1000 points if I only have the guitar and game,or do I need the stickers?

It's 950 points now, but I think it was 1000 recently.

In terms of full package, I'm not sure. You would probably get positive just for not having stickers, but don't take my word. You could probably find stickers cheap though.

Well you could offer full package if it's only the stickers missing and not manual or box or anything.  You should PM the user you trade w/ before you send it out so you don't upset him/her and get negative feedback.
