And if you don't qualify for any of those discounts. Amazon has it for 39.99 (free shipping + no tax for some people). So that's an alternative if you are charged a lot of tax or cannot activate the discounts.

Dang...my friends and I complain about 8.25% or the random 8.75% in the state. But the 13% takes the cake.

With your taxes:
38.99 with tax = 44.06
35.87 with tax = 40.53

Buy.com charges Canadians tax? That sucks. I didn't get charged anything, otherwise I'd have gone with amazon.
