I thought Quake 4 and COD3 were fun, too. Not particularly special, but solid FPS games worth the 10 hours or so they took to play through.
I'll just say one, even though I have more...
Carcassonne for XBLA.
What a little gem on the 360's arcade, I wish it got more press. I do know a lot of people play it, so I guess it isn't really underrated - I just don't see many people talk about it (if any).

I think the most underrated game of all time is Kya dark lineage, it's such a great game that no one bought. Mostly everyone who has played it likes it. i love kya and i wish that more people would too.
Beyond good and evil, actually is very popular but no one bought it.
Malice, now it isn't the best game in the world but it has good ideas; and can become a great franchise if someone put hard work into it.

Seven Kingdoms I and II were quite underrated, but golden RTS games. The third one supposedly threw away everything good about the series though, so avoid that one.

i just picked up a brand new copy of Trapt (Thanks goozex!) not bad of a game.
One of the biggest complaints was that there was slowdown when the traps trigger, but i'm playing it on my ps3 with BC and the game is smooth as butter....
